To prevent damages, it is estimated that as much as $10 billion is spent each year trying to identify where these utilities are located. Every major utility company, as well as municipalities, have buried utilities within a Department of Transportation (DOT) Right-of-Way. Not knowing the location of these utilities with any measurable level of accuracy has become a major concern for these state agencies as well as the public and the environment. In 2020 the Colorado Department of Transportation mandated the use of a mobile utility mapping system to address the underground utility issue.
